In the first edition of Overwatch: The Hughes Review of Strategic Intelligence, published by the Miami Strategic Intelligence Institute (MSI²), retired Rear Admiral Mike Studeman, former Commander of the Office of Naval Intelligence, delivers a powerful essay titled “American Checkers in the Americas.” As one of the most authoritative voices in U.S. maritime intelligence, Studeman offers a sober warning at a pivotal moment in hemispheric affairs.


He argues that in the opening phase of President Trump’s second administration, Washington has adopted a foreign policy marked by abrupt decisions, punitive rhetoric, and an increasingly transactional attitude toward regional partners. Such short-term tactics—loud, forceful, and often improvised—are pushing Latin American nations toward alternative alliances just as China advances with a disciplined, long-range strategy.

While the United States reacts with pressure and sudden policy shifts, Beijing builds ports, finances infrastructure and energy projects, expands trade, offers credit, and cultivates technological cooperation. Studeman describes the clash as one of strategic cultures: China plays a patient, calculated global game, while the United States behaves as if it were improvising a fast match with no regard for future consequences. If this continues, he warns, Washington risks losing credibility in the very hemisphere it once considered its most natural sphere of influence.
