Memorandum – Cuba, an Instrument of Enemy Powers against the United States

Since the mid-1950s, various countries of the Third World began to speak about non-alignment with the two colossi of the Cold War, namely the United States and the USSR. When one looked closely at the list, it became clear that many of them had strong political, economic, and military ties with both Washington and Moscow.



The presence of four military bases of Communist China in Cuba to spy on the political and military activities of the United States shows, beyond any opinion, that Cuba continues to be an instrument of Washington’s enemy powers and a serious security danger.

Cuba’s geographic proximity to North America has significant military importance for China, but even more valuable is the ideological affinity of the Castro regime with China and its shared hatred toward the United States.

One must not forget that this same communist regime that controls Cuba allowed another communist superpower, the now-defunct Soviet Union, to install nuclear missiles on Cuban territory aimed at the United States and forced the U.S. president to “negotiate” important concessions, among them the permanence of and guarantee of continuity for the Cuban communist regime.

Human psychology shows that people tend to repeat successful experiences, and it would not be surprising for the Castro regime to try to repeat its satisfactory historical experience and, once again, offer its territory, now to Communist China, to install nuclear missiles in Cuba, with the perverse hope of another advantageous negotiation or, worse still, to satisfy its anti-American hatreds. This possibility becomes more likely when placed in the context that both regimes, the Chinese and the Cuban, share a desire and an aspiration to bring about the end of the United States.

Washington’s mistakes in the past should serve as a reference to the serious danger to which the American nation is exposed as long as the Cuban communist regime controls the island. Since that crisis that placed the world on the brink of World War III, the Cuban communist regime has dedicated itself to:

  • subverting democracy in most Latin American nations,
  • training, arming, and sending guerrillas to almost all of them,
  • creating a strong anti-American sentiment in the region that hindered or prevented good relations between the United States and Latin America,
  • “colonizing” nations such as Chile, Venezuela, and Nicaragua by imposing its communist ideology on them and using them, at some point, for its economic and political benefit.

This historical experience and its political and military consequences should serve as a reference for the U.S. government regarding the urgent need to prioritize Cuba’s freedom as a national security necessity for the United States.

It is a demonstrable truth that, as long as such a regime exists in Cuba, an enemy of the freedoms and fundamental rights of the Cuban people, and an enemy of the continuity of a strong, democratic, and capitalist United States, the American nation and the Latin American nations will not be able to feel secure.

One piece of evidence for the foregoing assertion is that, even at this moment when the Cuban regime is in economic bankruptcy and facing popular protests over such miserable and repressive living conditions, that regime has not ceased its harmful actions abroad:

  • There are Cuban military troops participating alongside Russia in the war of aggression against Ukraine.
  • There are the destabilizing activities of the São Paulo Forum, created by the Cuban regime, attempting to reverse the results of the elections in Honduras.
  • There is the participation of the Cuban regime seeking the unification of guerrilla forces in Colombia.
  • There is a meeting of the Castroist Díaz-Canel with the interim president of Venezuela, Delcy Rodríguez, attempting to prevent Venezuela from cutting its economic and military ties with the Cuban dictatorship.
  • There is even strong evidence that the Castro regime has trained young Americans who are currently participating in social unrest at universities and in cities across the United States.

And, recently, the strong influence that Cuba’s communist regime exerts over the president of Mexico, Claudia Sheinbaum, has been observed. Despite opposition from Mexican health sectors, the president has hired thousands of Cuban doctors, paying their salaries to the communist regime rather than to the doctors. 

In addition, she created a subsidiary company of Petróleos Mexicanos (Pemex), called Gasolinas Bienestar S.A. de C.V., to send exclusively oil and gasoline to the Cuban regime. There is no evidence of any payment for the oil shipments to Cuba made by that company, which are estimated at about US$3 billion.

The activities and spheres of influence of Cuba’s Castro dictatorship cannot be taken lightly or considered “unimportant,” because they indeed are.

Conclusion: As long as the United States has such a dangerous enemy 90 miles off its shores, its national security will be in serious danger.lse euphoria regarding their sudden aspirations for prominence.
